Carlton County sets proposed budget, projected 4.5% increase

Carlton County Board approved a proposed 2019 budget at their September 24 Adjourned Session with a projected 4.5 percent increase, which is the same as last year. More work needs to be done and historically the final budget and levy usually are reduced in December from the proposed increase.

Of interest in this current budget proposal:

County Coordinator/Human Resources, $459,468

Restorative Justice, $230,956

Communications, $1,007,450

Coroner, $90,000

R&B, $15,748,004

Total county expenditures are projected at $64,655,852 with levy dollars needed of $27,833,695. The county maintains approximately a $13 million reserve fund which is about 15.1 percent of the current budget. The property tax hearing is set for December 11 at 6 p.m.

The county board approved joining Aitkin, Lake, and St. Louis Counties in a joint powers board, St. Louis County handling administration, to provide non-emergency medical transportation for Medical Assistance recipients in Carlton County.

“The cost and complexity for coordinating and billing volunteer driver services will be increasing in Minnesota,” Public Health and Human Services Director Dave Lee wrote. “The impact on Carlton County will be significant. This is the most cost effective way to go.”

If Carlton County would provide staff to do these services, additional staff would run up the cost to $141,000/year. By joining this regional contact of cooperation the anticipated cost would be about $29,000 with better service with a larger pool of providers.
