MSOP resident to be released


According to press reports, Eric Terhaar, 26, an offender who has been in treatment in the Minnesota Sex Offender Program (MSOP) in Moose Lake, has been ordered to be unconditionally released. The order was issued by a Minnesota Supreme Court appeals panel on Wednesday, August 24.

Federal Judge Donovan Frank ruled last year the program was unconstitutional after concluding it was detaining untold numbers of offenders who no longer met the state’s criteria for confinement.

Terhaar has spent the last six years in state confinement for sexual acts he committed as a child. The court stated further treatment of Terhaar could be met in the community.

The state’s Department of Human Services is discussing the option to appeal the ruling, Commissioner Emily Johnson Piper stated.
