Notice is hereby given that the Town Board of the Mahtowa Township, Carlton County, Minnesota, will meet at 4:30 p.m. on the 23rd day of November, 2021, or soon thereafter at the Mahtowa Town Hall, 2790 First Street, Mahtowa Township, Minnesota, to pass upon the proposed assessment of costs related to the elimination of nuisances at 2732 1st Street, Mahtowa Township, Minnesota.  

The proposed assessment roll is on file for public inspection in the Town Clerk’s office at the Mahtowa Town Hall.  The total amount of the proposed assessment is $22,430.04.  Adoption of the proposed assessment by the Town Board may be taken at the hearing.  Written or oral objections to the proposed assessments by any property owner will be considered at the meeting.  No appeal may be taken as to the amount of the assessment unless a written objection, signed by the property owner, is filed with the Town Clerk prior to the hearing or presented to the presiding officer at the hearing.

An owner may appeal an assessment to the District Court pursuant to Minnesota Statutes Section 429.081 by serving written notice of the appeal upon the Town Board Chair or Town Clerk within thirty (30) days after the adoption of the assessment and filing such notice with the District Court within ten (10) days after service upon the Town Board Chair or Town Clerk.

Minnesota Statutes Section 435.193 through 435.195 authorize a municipality to defer the payment of assessments against homestead property owned by persons 65 years of age and older, or who are retired because of permanent and total disability under circumstances where it would be a hardship for such person to make the assessment payments. When deferment of the special assessment has been granted and is terminated for any reason provided in that law, all amounts accumulated plus applicable interest become due.  Mahtowa Township has not adopted an ordinance authorizing deferrals of special assessments.

Legacy of Excellence- Students Bridging the Gap by Sasha Narayan.  Handout provided on the successful summer tutoring program [9 weeks for 1.5 hours 2 days a week].  Twenty-six students were enrolled with eight high school tutors.  The program will continue next summer with a focus on improving accessibility.

COVID Safe Learning Plan Update by Superintendent Steen

Agenda Items:       

Motion by Blondo, second by Peterson to accept the donation of materials for a sensory hallway to be installed in the hallway north of the gyms from the Legacy of Excellence and the Nordstrom family in memory of Drew Nordstrom. Motion passed unanimously.  

Motion by Pederson, second by Blondo to accept the $1,000 anonymous donation to the school district.  Motion passed unanimously.  

Motion by Bohnsack, second by Peterson to approve consent agreement with Members Cooperative Credit Union to market the ISD #97 school name, colors and mascot through their debit card program.  Motion passed unanimously. 

Motion by Peterson, second by Bohnsack to approve the Jump Start 4 Kindergarten Contract with Carlton County Community & Family Initiatives.  Motion passed unanimously.  

Motion by Blondo, second by Anderson-Reed to approve the 6th Grade overnight field trip to the Osprey Wilds Environmental Learning Center in March, 2022.  Motion passed unanimously.

NOTICE is hereby given that the Moose Lake Planning Commission will meet in the City Council/Town Board Chambers, Moose Lake Area Civic & Community Center, located at 313 Elm Ave., Moose Lake, Minnesota at, or about, 4:00 p.m., on Tuesday, November 9, 2021 to conduct a Public Hearing regarding the request of  H&G Auto Sales LLC for  ‘variances’ from the provisions of City Ordinance No 104 - Zoning Ordinance, Article 9.02 – Principal Permitted Uses Section T: The variances requested relate to the fifty (50) feet minimum distance requirement between the use and any Residential District and that the premises shall be enclosed by a solid wall or fence at least six (6) feet in height. If granted, the ‘variance’ would allow for H&G Auto Sales LLC to display and sell automobiles on the property within fifty (50) feet of a Residential District without an enclosed solid wall or fence.  The property referred to is situated in the State of Minnesota, County of Carlton, at 301 Arrowhead Lane, Moose Lake, MN 55767.

Superintendent’s Report

Superintendent McNulty welcomed Jennie DeCaigny, the new School Board Student Representative, and presented his report.

A. Approve the resignation of Richard Newman, Senior Advisor, effective September 22, 2021.

B. Accept a $100 donation from Charles H. Siemer in memory of his wife, Lois, to be used to benefit Special Education.

C. Accept a $150 donation from the Barnum Community Club for the Community Education Halloween party.

D. Approve the following bids for the FY22 school year:
