Woman faces theft by swindle charges

The Carlton County Sheriff's Office has arrested a Cloquet woman suspected of theft.

Joanne Marie Wappes, 62, was taken into custody at approximately 4 p.m. September 19 by Carlton County Sheriff's Office deputies on probable cause of felony theft by swindle and theft of public funds, stemming from a complaint received at the Carlton County Transfer Station. Wappes has been employed since August 27, 1984, as a landfill cashier at the Carlton County Transfer Station.

The arrest comes as the result of a cooperative investigation by the Carlton County Sheriff's Office and the Minnesota Bureau of Criminal Apprehension, assisted by the Internal Revenue Service and the Cloquet Police Department.

Wappes is currently in the Carlton County Jail. She was scheduled to be arraigned in Carlton County District Court on Friday, September 20.

Subsequent to her arrest, she had been placed on unpaid administrative leave.
