At the Barnum City Council Meeting on October 8,in the Fire Hall, Barnum Mayor Jason Goodwin stated the council has received a letter of interest from Paul Vernon expressing interest in purchasing the Barnum Municipal. It was decided to discuss the issue with the city attorney.
Attending the meeting were Goodwin; council members Pat Oman, Dale Riihiluoma, Thea Erickson and Lori Berglund; Bernadine Reed, dlerk; Kris Asperheim, clerk; Brett Collier, Public Works manager; and Rose Anthony, Barnum Municipal manager.
Fire Chief Cory Hurst reported informed the council that the fire department has been approved for a $2,600 grant from Ag Star. The department will use the funds to purchase several sections of fire hose and for other expenses.
Clerk Kris Asperheim reported on the Zoning Department. Brig Fanning and partners are in the process of purchasing the property at 3691 Alan Syverson Drive to open a deli. The zoning has been approved to change from C2 to C1, and Best Oil Co, is lifting the Covenants on this property so that the business can proceed. The zoning change will be in place as long as any of the four partners remain as owners of the business. Fanning and the other owners will soon begin to renovate the building. Fanning stated that because they are behind schedule it might be January 15, 2013, before the deli can open.
Public Works Manager Brett Collier presented the council with a request for purchase of snowplowing equipment from North Woods Hydraulic for $6,472. Collier has made the request for this equipment because the Carlton County snowplows clear the county roads first, followed by residential streets. He explained that by the time the county clears some of these streets, they are packed and glazed with ice. He would like to be able to sand roads in a more timely manner. Mayor Goodwin expressed concerns about cost and asked, “Why do we have to do this?” He also would like to know costs. “Would we have to hire an employee?” Collier stated that he believes that he could do it. “Some places have to be done sooner.” There will be discussion by the Public Works Committee then it will be brought back to the council for review.
Barnum Municipal Manager Rose Anthony gave the liquor report to the council. She has hired seven new staff members. There will be a "Vender Bender" November 10. The recent flood relief benefit netted $9,500 for the fund.
A discussion was held regarding the mold issues in the Barnum City Hall building — two outside walls and one inside wall are affected. Clerk Bernadine Reed has been given the okay to have the affected areas removed at a cost not to exceed $3,000.
The city has agreed to replace Gloria Stoneburner’s hot water heater which was damaged by manganese from the city water line.
A hunting ordinance was approved for several parcels in the Bear Lake area. A $10 fee will be charged for a permit which is for bow hunting only. There will be no camping at the Bear Lake Campground during hunting season. Only portable stands and blinds will be allowed and a limited number of permits will be issued.
Pat Oman, Carlton County Economic Development, presented information regarding the Minnesota Recovers applications. The city of Barnum lacks funds to renovate city properties. State funds have been allocated to assist cities with recovery from the flood. Reed and Mayor Goodwin, as alternate, are the main contacts regarding the application. These funds can be used to remove empty dwelling and empty commercial properties. Five homes could possibly be funded for teardown and four commercial dwellings.
The next Barnum City Council meeting is set for Monday, November 19 at 6 p.m. in the City Hall office.
